Description

The Chief Program Officer (CPO) is responsible for providing leadership for a comprehensive array of RMHS services and programs. The CPO will lead efforts to enhance organizational effectiveness and have operational responsibility for RMHS programs including strategic program development and innovation, data-driven decision making, team-building and talent-development, and program evaluation: The CPO will provide leadership and management of a team of department directors and/or program directors overseeing programs and services to children and adults with intellectual & developmental disabilities, behavioral health and/or substance use disorders, and persons experiencing homelessness.  The CPO will promote and communicate the organization’s philosophy, mission, and values, provide leadership to the RMHS strategic planning process and will implement new programmatic and strategic initiatives.  The CPO will review on an ongoing basis services being offered and develop new programs as needs emerge.  As a key member of the executive team, the CPO collaborates closely with other organizational leaders including the CFO and Executive Director and is responsible for developing, implementing, and managing the program aspects of the annual budget for the programs noted above.  The CPO is responsible for ensuring that RMHS’ services are in compliance with all federal, state, funding, and city regulations, certifications, and licensing requirements.

In addition, the CPO will build external relationships, serve as liaison to RMHS’s partners; and keep the RMHS Board of Directors abreast of programmatic strategies and challenges.

  • Provide leadership, guidance, supervision, and professional development to program directors and managers and further develop teams throughout the organization by inspiring a high-performance culture and implementing recruitment, training, and retention strategies.

  • Analyze business operations to identify programs and processes that can be improved to ensure that services are delivered in an effective manner. 

  • Implement and lead a continuous quality improvement process throughout the program and service areas, focusing on systems/process improvement. 

  • Provide effective and inspiring leadership, as well as stewardship, of RMHS by being actively involved in all programs and services.

  • Promote high employee engagement throughout the organization through effective internal communication including regular and ongoing opportunities for all staff to give feedback on program operations.

  • Partner with the ED to represent RMHS with external constituency groups, including community, governmental, and private organizations. Manage and cultivate existing relationships with funders to diversify, secure and expand recurring revenue streams, as appropriate.
